The second tier: 32 restricted holidays
The 17 dates above are only half of the DoPT calendar. Annexure-II of the same Office Memorandum lists 32 further occasions as restricted holidays — two fewer than in 2026 — and every central government employee may take any two of them. They are deliberately kept out of the table, the calendar grid and the downloadable files on this page: the office stays open on a restricted holiday, so they are leave you apply for rather than a day India is closed.

Understanding India's holiday system
India operates a three-tier public holiday system. Three national holidays (Republic Day, Independence Day and Gandhi Jayanti) are mandatory for every establishment, public or private. Gazetted holidays are the Annexure-I list published each year by the Department of Personnel and Training (DoPT) — 17 days in 2027 for central government offices in Delhi and New Delhi, widely followed by banks, PSUs and many private employers. Restricted holidays sit in Annexure-II: employees choose any two of the 32 occasions listed for 2027, and the office stays open on those days.
The dates on this page come from DoPT Office Memorandum F.No.12/2/2023-JCA dated 16 July 2026. Central government offices outside Delhi observe 14 compulsory holidays from that list plus three chosen locally by the state Central Government Employees Welfare Coordination Committee from a 12-item optional list (Holi, Ram Navami, Maha Shivratri, Janmashtami, Onam, Pongal, Rath Yatra and others). That is why a central office in Chennai and one in Kolkata get the same number of days off but not the same days.
2027 is an unusually weak year for actual days off. The DoPT rule is explicit: no substitute holiday is granted when a gazetted holiday falls on a weekly off, or when more than one festival falls on the same day. Both conditions bite in 2027 — Independence Day and Milad-un-Nabi share Sunday, August 15, and Gandhi Jayanti (Oct 2), Dussehra (Oct 9), Guru Nanak Jayanti (Nov 14) and Christmas (Dec 25) all land on a Saturday or Sunday. The 17 gazetted entries cover only 16 calendar dates, and just 11 of them fall on a working day in Delhi.
State-level holidays
Each of India's 28 states and 8 union territories publishes its own holiday calendar on top of the central gazetted list. State governments add local festivals — Pongal in Tamil Nadu, Onam in Kerala, Bihu in Assam, Ganesh Chaturthi in Maharashtra, Durga Puja in West Bengal and many more. A holiday that is mandatory in one state may be a normal working day elsewhere.
Diwali is the clearest example. The central gazette fixes it on Friday, October 29, but the notification expressly allows a state's central offices to close on Naraka Chaturdasi (Thursday, October 28) where that is the day the state government itself declares. Dussehra is another: it is gazetted on Saturday, October 9, while Saptami, Mahashtami and Mahanavami (Oct 6–8) sit on the restricted list, and several eastern states close for the whole Durga Puja week. Why do Independence Day and Milad-un-Nabi fall on the same day in 2027?+
Milad-un-Nabi follows the Islamic lunar calendar, which is about 11 days shorter than the Gregorian year, so its date drifts earlier each year. In 2027 it lands on August 15 — the same Sunday as Independence Day. Both are listed separately in Annexure-I, but the DoPT rule barring substitute days when two festivals share a date, and when a holiday falls on a weekly off, means employees get no day off at all for either.

The standout is mid-April: one day of leave on Friday, April 16 links Ram Navami (Thu Apr 15) to Mahavir Jayanti (Mon Apr 19) for a five-day break. A single day of leave also turns Republic Day (Jan 23–26), Holi (Mar 20–23) and Buddha Purnima (May 20–23) into four-day breaks.
Are Islamic holidays fixed dates in the 2027 India calendar?+
No. Id-ul-Fitr (Wed Mar 10), Id-ul-Zuha or Bakrid (Mon May 17), Muharram (Wed Jun 16) and Milad-un-Nabi (Sun Aug 15) are printed in Annexure-I but remain subject to moon sighting. For Delhi offices any change is declared by the Ministry of Personnel after confirmation from the Delhi Police Special Branch; elsewhere the state coordination committee decides.
Is Maha Shivaratri a gazetted holiday in India in 2027?+
No. In 2027 Maha Shivratri falls on Saturday, March 6 and appears on the Annexure-II restricted list, not the gazetted Annexure-I list.
