Norway’s twelve statutory days off are fixed in advance, so this is arithmetic rather than bad luck. Twelve names fall on eleven calendar days because one Monday carries two of them, and five of those eleven land on a weekend: Labour Day on Saturday May 1, Easter Sunday March 28, Pentecost Sunday May 16, and Christmas Day and the Second Day of Christmas on Saturday and Sunday. What survives as a real day off for a Monday-to-Friday worker is exactly six: New Year’s Day (Friday), Maundy Thursday, Good Friday, Easter Monday, Ascension Day and the double-named Monday of May 17.

No part of this is repaired afterwards. The Holiday Act contains no substitute-day mechanism and no moving of holidays to the nearest Monday, and Norway publishes no annual proclamation that could adjust the balance. So 2027 really is a six-weekday year, and the practical planning consequence is blunt: the only long breaks a worker gets for free are the Easter five-day run and two ordinary three-day weekends, and every other four- or five-day stretch costs leave. Compare 2028, where the same twelve days produce nine weekday days off.

The collision is pure calendar mechanics. § 2 e) of the Holiday Act defines the first day of Easter as the first Sunday after the first full moon on or after 21 March; in 2027 that is March 28. Pentecost is the seventh Sunday after Easter — Easter plus 49 — so May 16, and Annen pinsedag is the Monday after it, Easter plus 50, which is May 17: the date the 1947 Act reserves for the national day. Both entries are listed on this page because both are statutory days off and each has its own name and rule; they simply share one square on the calendar. The count of days off does not double, and Norway adds nothing to compensate — which is why 2027 shows twelve names but only eleven days.

Legally, the Monday is overdetermined in the country’s favour. The 1947 Act makes 17. mai a day off equated with Sundays; § 2 i) independently makes it Annen pinsedag. One consequence travellers feel: fixed outlets selling to consumers stay closed on the Monday either way, because § 1 of the 1947 Act imports §§ 5 and 6 of the 1995 Act, and Pentecost Sunday in front of it is a helligdag too. The other consequence is cultural: the § 4 ban on events between 06:00 and 13:00 is lifted for 1. og 17. mai by its own exception number 4, so the school processions and the russ parade run on a Whit Monday morning. The pairing is rare — Norway will not see it again until 2032.

In 2027 December 25 is a Saturday and December 26 a Sunday, so the two statutory Christmas days produce no weekday off at all — the leanest Christmas of the four years here. The day that actually frees the country is julaften on Friday December 24, which is not in § 2 at all: the Holiday Act gives no right to be off, while § 3 extends helligdagsfred from 16:00 and § 5 closes consumer retail at 16:00. Contracts, collective agreements and the Christmas-dinner habit do the rest, so most people are home by early afternoon even though the day is, legally speaking, a working day. That gap is why this table and the ICS, CSV and PDF files stop at the statutory twelve.

The same § 5 that closes julaften shapes the shopping run-up: fixed outlets may open between 14:00 and 20:00 on the three Sundays before julaften — December 5, 12 and 19 in 2027 — and must otherwise close on every Sunday and helligdag, with the usual exemptions for small grocery shops, petrol stations, camp-site and tourist-area stores, restaurant sales and galleries. Plan errands around those windows; a Saturday in Advent is the country’s busiest shopping day of the year.
