Why the 2028 dates are provisional
The Philippines confirms each year's holidays through a presidential proclamation, usually issued late the year before — the 2028 proclamation is expected around October–November 2027. Until it is published, the dates here are projected: fixed-date holidays from the standard list, the movable Holy Week from the ecclesiastical calendar, and Eid'l Fitr and Eid'l Adha from the Islamic lunar calendar. The two Eids are always proclaimed separately, only days before they occur, so treat their dates here as good estimates, not settled fact.
Regular holidays (12) are paid even if unworked; special (non-working) days (8) follow a "no work, no pay" default with a 30% premium for work. The government may also add extra special non-working days closer to the time.
A Monday-heavy 2028: where the breaks are
Five of 2028's holidays land on a Monday — Labor Day (May 1), Independence Day (Jun 12), Ninoy Aquino Day (Aug 21), National Heroes Day (Aug 28) and Christmas Day (Dec 25) — and the Feast of the Immaculate Conception lands on a Friday (Dec 8). Together with the four-day Holy Week and the tentative Eid'l Adha Friday, the calendar produces eight breaks of three days or more. August is the standout: Ninoy Aquino Day and National Heroes Day fall one week apart, giving two three-day weekends back to back.
The midweek holidays reward a little planning. All Saints' (Wed Nov 1) and All Souls' (Thu Nov 2) sit next to each other: take Friday November 3 off and you get five days (Nov 1–5) for one day of leave. Bonifacio Day (Thu Nov 30) works the same way — one day of leave on December 1 turns it into a four-day break. In a quirk of the 2028 calendar, there is no All Saints' long weekend this time; the four-day Undas break returns when the dates touch a weekend again.
Holy Week 2028 falls in mid-April
Easter Sunday is April 16 in 2028, so the Holy Week holidays run Maundy Thursday April 13 to Black Saturday April 15 — nearly three weeks later than in 2027. The four-day break from April 13 to 16 is the longest guaranteed stretch of the year, and it shuts the country down more than Christmas: malls close or cut hours, ferries run reduced schedules, and resorts in Boracay, Cebu and Palawan sell out months ahead.
