Hong Kong Public Holidays 2028

Hong Kong runs two holiday lists. General holidays (gazetted by the Government, 17 in 2028) are observed by banks, schools, the public sector and most offices. Statutory holidays (set by the Employment Ordinance) are the legal minimum every employee is entitled to — and from 2028 that minimum rises to 16, as Good Friday joins the list under the phased increases in the Employment (Amendment) Ordinance 2021.

After this change only one general holiday remains outside the statutory list: the day following Good Friday, which itself becomes statutory in 2030, completing the alignment at 17 days. The year-end statutory holiday stays a choice — the employer picks either the Winter Solstice (Dec 21, 2028) or Christmas Day (Dec 25).

Lunar New Year 2028 needs no substitution day — none of the first three days (Jan 26–28, Wed–Fri) falls on a Sunday — and the holidays run straight into the weekend for a five-day break. Easter follows its usual four-day pattern (Apr 14–17), and May opens with another four days: Labour Day (Mon May 1) and the Buddha's Birthday (Tue May 2) hang off the weekend of Apr 29–30.

October is the clever one. National Day (Oct 1) falls on a Sunday, so the substitute holiday is Monday Oct 2; the day after the Mid-Autumn Festival is Wednesday Oct 4, but the festival day itself (Tue Oct 3) is a working day in Hong Kong. Take that single Tuesday as leave and Sep 30–Oct 4 becomes a five-day break. Two holidays are lost to Saturdays in 2028: New Year's Day (Jan 1) and HKSAR Establishment Day (Jul 1) — Hong Kong substitutes Sunday holidays only.

Not yet. As of mid-2026 the Government has gazetted general holidays only up to 2027, so this page is marked provisional. The dates above are not guesses, though: every one of them follows mechanically from the standing rules — the General Holidays Ordinance schedule for fixed dates, the lunar calendar for Lunar New Year, Ching Ming, Tuen Ng, Mid-Autumn and Chung Yeung, the Easter computus for the Easter block, and the Sunday-substitution rule for National Day. We have cross-checked them against independent calendar sources.

Hong Kong typically gazettes the general holidays about a year ahead, so the formal 2028 notice is expected in the first half of 2027. The statutory-holiday side is already settled law: the increase to 16 days with Good Friday in 2028 is written into the Employment (Amendment) Ordinance 2021.
