Hong Kong has 17 general holidays in 2025 — the public holidays followed by banks, schools and government offices. Employees covered only by statutory holidays get 14, because Easter Monday is still a general holiday and does not become statutory until 2026.

General holidays vs statutory holidays in Hong Kong
Hong Kong runs two holiday lists. General holidays (gazetted by the Government, 17 in 2025) are observed by banks, schools, the public sector and most offices. Statutory holidays (set by the Employment Ordinance, 14 in 2025) are the legal minimum every employee is entitled to.
The gap comes from three "extra" general holidays: Good Friday, the day following Good Friday and Easter Monday are general holidays that are not on the 2025 statutory list — Easter Monday only joins the statutory list from 2026. The first weekday after Christmas (Boxing Day) is already statutory, having been added in 2024.
For the year-end holiday, employers choose between the Winter Solstice (Dec 21) and Christmas Day (Dec 25) as the statutory holiday, while general-holiday observers get Christmas and the first weekday after it.
