A Monday-to-Friday date that is not on the official holiday list counts as a working day; multi-day breaks are expanded from their start to their end date. Weekends are non-working by default, except for weekend dates the government has designated as make-up workdays, which are counted back in. Every date is handled in UTC, so the result never shifts with the reader’s timezone.
