The observed rule: Saturday goes back, Sunday goes forward

Under 5 U.S.C. §6103, a federal holiday falling on a Saturday is observed on the preceding Friday, and one falling on a Sunday is observed on the following Monday. The statutory date does not move — Juneteenth is still June 19 and Christmas is still December 25 — but the paid day off for federal employees shifts. That distinction matters for contracts, filing deadlines and bank settlement dates, where "the holiday" and "the observed holiday" can be two different days.

The three-day weekends that come from Monday holidays are the familiar ones: Martin Luther King, Jr. Day (Jan 16–18), Presidents’ Day (Feb 13–15), Memorial Day (May 29–31), Labor Day (Sep 4–6) and Columbus Day / Indigenous Peoples’ Day (Oct 9–11). Only one federal holiday produces nothing in 2027: Veterans Day is a Thursday (Nov 11) and needs a Friday of leave.
